My view is: 1. Two weeks is still at the very early stage that the plants may still be in the adaptation process. 2. There are some other reasons that you don't see any bubbles: e.g. too strong water flow, high temperature, etc. 3. The supply of CO2 level is not enough for your tank. I'd say you should have at least 4 bubbles per second. 4. What kind of filtration system do you have? 5. Since your tank is newly set up, 8 hours a day seems too strong that may lead to algae burst. You'd better start with 4 and increase 1 hour every week until 8. 6. Few plants can survive at above 28c. I think that's the reason why there's no bubble. In fact, some of your plants may die already. 7. At the early stage of startup, you'd better change 30%-50% water everyday until the water becomes clear. 8. Don't add any more fishes into the tank. 9. Never add air pump for planted tanks. 10. Can you post a photo of your tank here?
