Can you give us the details of your setup? Such as, brand/ wattage/ colour temperature of light, supply of CO2, temp, pH, etc? And your daily maintenance? Such as frequency of changing water, light schedule, etc?

You'll soon have algae burst. I'd suggest the following:
1. 9 hours a day is way too much for a new setup tank. You should start with 4 hours and increase 1 hour each week until 8 hours.
2. Your CO2 supply is too low for your 陽草 inside. Unless your diffuser is superior, you should have 2-3 bubbles per second.
3. You don't need to add bottom sticks for your tank at this point of time.
4. You should frequently change the water. I'd prefer 20% for each alternate day for the first month. That's good for both the plants and purifying system.
5. 28c is on the high side. 24c is the optimal temperature for most of the plants and fishes.
6. Never add liquid fertilizers for new setup tank. The growing condition of your plants are not yet stable. They don't need much fertilizer.
7. Sometimes the plants have to take time for adaption. Be patient.
8. If you do have fishes inside, never over feed them.
