Bubble comes out only when the oxygen in the water is fully saturated.
Grass perform photosynthesis and the oxygen will desolve in the water. Once the oxygen is saturated. Bubble will comes out.
To make bubbles, you should have the following
1. Increase lighting
2. Have fertilizer. It is essential for photosynthesis
3. More Plants and grass. Oxygen will saturate quickly
4. CO2
For point 1, from my experience, if you tank is very deep (more than 10 inch). You should use high K lighting like 7500K - 12000K. For T5, it is useless. This is my experience and I have waste a lot of money on buying T5. I success until I buy 12000K lighting. But for thin tank, you can try T5. The reason is only high K lighting can reach the bottom because some low K light will cut off at specify depth and only K > 7000 can reach the bottom. Now all the grass have bubbles.
For point 2, I recommend to add fertilizer a little every day.
For point 4, it is essential. When you get bubbles, more CO2 will make more bubbles.
