水草情迷

I plan to set up a grass tank (83cm x 28cm x 50cm Ht) in my new home with African style (like the photo).
I think I will only keep 3 to 4 types of grass, including 1. cow hair carpet, 2. net grass, 3. triangle moss, 4. 4 color sleeping lotus. (to make a effect of 草原. 枯樹), all those grasses can be found in Africa.
I already have some idea about other equipments, for example,
1. Jabeo 1200 external filter
2. one 150w HQI
3. 2kg CO2 system
But now, I still have question about the base..........a few weeks b4, I think A*A red or A*A black or even 赤玉土 will be ok. However, after reading a post from SuperCTW, I know the base soil will be 老化 and to be replaced about 1 yr after setting (it will be a 大工程)............I dont want this annual work, any method I can 一勞永逸? Or any other materials I can use as the base? Besides, I dont want to use base heating system, since it is energy consuming, and will make water too hot in summer........

my substrate i used for 3 years now, no change, plants still growing well. I don't plan to change it for the next few years either. i seldom change water too, mostly just top up. I used mostly fine stones ($25/per bag one), have a bag of aquarium soil (not ada, forgot brand, $130/bag) mixed in. my tank 30" long (PML). no base fertilizer, just insert jobes sticks into the substrate occasionally.
After having planted aquarium for a while, now i basically want a medium growth, low maintenance tank.
