No2 increase NH3/4 decrease is that correct?
Is this mean the system starting to work?? Should I keep on changing water because the No2 isvery high 2.0

Is that I have to wait both =0 and put fish in?

no need to change water every day...

just keep the filter running and have partial water change every 3 days.
Since you don't have fish in tank, you don't need worry about anything. however, i suggest you to keep the dead fish in the tank to maintain the level of NH3/4.

always have some oil and white things on the water surface, don't know why.

I believe live stock should be added for the establishment of biological cycle. Coz the cycle is a chain action, if there are out of ammonia supply, so how to maintain the cycle up & running?
