Actually, not only our "HK" citizen, I know some study U "China" citizen also agree 千瘡萬瘤, how do they know? Coz they have equcated. They can study in HK or in anywhere in the world, they can see the world, they can see what problem now. Currently, I still believe our Chinese is the most intelligence people. However, how do attach those "intelligence" people back to China for these "千瘡萬瘤" is another issue.
I agree 制度和方向 is a problem, however, it is hard to change it now. What we can do is try to change it in new geneation.
Your method is 治標 to help the many people and experience what they suffer which is great. And better than what we are (who is just 吹水, I only say me, not indicate any other). However, 治本 is change the 制度和方向, or other things, however, this is not what we can do, so, we can only concentrate on equcation and change it in future.

"equcated"? Do you mean equated? or educated?
I don't think 平等 is the reason behind that. Let's put it this way, 自由,平等,法治,公正,廉潔 are the basic building block of our civilisation, let's hope our motherland can build up on these gradually and steadily. The problem is, according to their perspective, a lot of these have been well developed, but who will look into the real situation, not just the text book description? These are a big bunch of 駝鳥 that enjoying in the fantasy.
I don't think this is merely a 制度和方向 issue, I am referring to value system. 制度 play a role in building a value system, but 制度 itself is not sufficient to build a good value system. I don't really understand why you said what I suggested is 治標, maybe it is incomprehensive (which is for sure, as I don't mean to be exhaustive when I wrote that, right at that moment).
It is not difficult to get the 知識份子 to agree we are facing a 千瘡萬瘤 situation. It is not difficult to get the labour intensive general public to agree with that either, but for those who have experience the Cultural Revoluation, I don't think they will speak out, be it 知識份子 or working class.
I still hold the point that unless there is something extraordianry, next generation will be very unlikely to improve significantly, even the third generation is unlikely. This is a structural social problem that can't be solved by time.
