D水變白濁 is likely damaged of existing N-cycle, most likely bacteria died in large quantity. Try to remember if there is anything you did to the aquarium BEFORE water start to get cloudy, espeically with the filtering system. On the other hand, will that be dead fishes in you aqurium that causing deteriation of water condition?
一星期換兩次水 each time 1/3 is alright if you do that consistently, but not advice to change into this pattern when your aquarium run into problem.
you can reduce feeding to once per 2 or 3 days, don't worry about the fishes, they'll survive alright.
I consider adding PSB etc when you change water as unncessary, and may even cause more damage if the real cause of your situation is really bacteria died in large quantity. You can compensate that by adding new bacteria into the aquarium, all you did was adding more bacteria that will died very soon, and therefore worse the water condition.

what should I do to improve the water condition?

Any reason to overkill the lighting to such level? 30L water (after reduce the substrate layer) with 88W T5/PL? You seems to enjoy over-crowded fishes and plant, you better take a compromise on this, if you want to have an over-crowded community, you should go for shaded tank setting instead, when the aquarium is too bright, the fished will be stressed and nervous, together with the over-crowded condition, the fished won't be very healthy for sure. So less fishes or less lighting, you pick your choice.
