It is quite simple to remove oil surface. Try to tear some old newspaper into A4 size, lay it flat on water surface, keep the upside dry and then slide it horizontally. Dump the paper, replace with a fresh piece. After a few tries, all oil on surface should be removed. Simple and cost nothing.

From start to finish the process, it takes 5 seconds. I don't think the ink will dissolve so quick in such short span of time. I have been doing this all the time and none of my fish ever died in the past 25 years. Trust me. It is so simple. Once the oil is gone, you don't have to do it again.
