I want to setup a small tank, just feed 3-4 small fish and a few 陰性草．．place small stone at bottom. Using Air pump and Lamp.....

Its will be FINE?? FISH and Plant WILL DIE???

Filter's main purpose is to convert ammonium to nitrite then to nitrate. If your tank's fish:plant ratio is low enough so that there is enough plant to absorb ammonium produced by your fish, you don't need a filter.

If the ratio isn't low enough, which toxic element would accumulate. Since planted tank is usually acidic, ammonia won't be an issue, your fish would start to die when nitrite start to accumulate. Your plant would be fine though unless you neglect water change all together.

So what is the ratio with plant and fish??

i planned to feed 4 small fish, and the tank is only 0.7ft.

Keeping 4 small fish in a 8" tank definitely need a filter. That's a very small tank, even each of my bettas occupy at least a 10" tank.

because in Australia, the equipment is very expensive, cost hk$400+ for a cheap cheap airpump...and i think filter will much exspensivee....

$400 for an air-pump? Send me $200 and I will mail one to you!

actucally if i 換水 more frequence instead of buying fliter..for example change 1/3 tank water every two days.....my plant and fish can still alive?

I wouldn't recommend it. In fact, I would recommend that you get a small air driven filter as others suggested, and still do frequent water change due to the fact that small tank's a lot less stable than large tank.
