The 鹿角苔 is dead already. Throw it away. Probably, lighting, CO2 and filter are the problems:

Lighting: I'm not sure if a PL bulb is strong enough for a 18" tank. Also, a typical T5HO tube should be of 24w. What's your brand and temperature colour? Daz or CyberAqua with 10000k tube?

CO2: With your tank of about 60L, it's better to have at least 2 bubbles/ sec.

Filter: Hanging filter is not good for aquarium plants. More CO2 will be driven away - unless you increase your count to 4-5 bubbles/ sec. Yet, it's still not recommended. Use a canister instead.

CyberAqua doesn't work for 陽草. I tried before. Their tubes are of 5000k and not as powerful as Philips 865. You may buy GLO with Philips 865 and you can tell the difference. However, the fitting of 24" may become your concern as the tank is only 18" wide.

For the hanging filter, just try and see if it works.
